$64M in taxpayer $ invested by Jefferson County is headed to the toilet. State officials question the legality of the investments in CMOs. Law prohibits the purchase of CMOs unless the securities are rated by 2 national rating agencies at the highest level. Given that Moody's professes to not do due diligence , who cares what Moody's says anyway?
